PRESS RELEASE
As of September 8, 2020, the Board of Directors for the Wardwell Water and Sewer District has received and reviewed the Town of Bar Nunn's Resolution No. 2020-09. This Resolution authorized the Town of Bar Nunn and the Town of Mills to form a Joint Committee with the intent of dissolving the Wardwell Water and Sewer District, and purportedly jointly assuming operations of all Wardwell Water and Sewer District's systems and infrastructure (even those that are not located in either municipality). The Board of Directors has also reviewed the Petition to Dissolve the Wardwell Water and Sewer District and Have the Towns of Bar Nunn, Wyoming and Mills,Wyoming, Assume Operations of its System.
The Wardwell Water and Sewer District is aware that the Towns of Bar Nunn and Mills sent the Natrona County Board of County Commissioners a proposal detailing their joint request to dissolve the Wardwell Water and Sewer District and transfer all materials, utility infrastructure and the operation of the system to the Towns. It is the Wardwell Water and Sewer District's understanding that pursuant to W.S.Statutes 22-29-401(b), in order to move forward with dissolution the County Commissioners must determine that dissolution is in the best interest of the people of the county. As such, the Wardwell Water and Sewer District is awaiting a decision from the Natrona County Commissioners regarding Bar Nunn's and Mills' joint proposal, and will communicate directly with the County Commissioners on this issue.
At this time, the Wardwell Water and Sewer District opposes a voluntary dissolution, as it is not in the best interest of its customers and residents of the District, as it is a much more complicated endeavor than asserted in the Petition. The Wardwell Water and Sewer District has engaged in extensive research and discussions with the Towns of Bar Nunn and Mills regarding voluntary dissolution and the transfer of all materials, utility infrastructure and the operation of the system to the Towns. Our research conclusively demonstrates that dissolution would not benefit Wardwell Water and Sewer District's customers or Natrona County. It certainly does not appear to benefit those residents who live in unincorporated areas served by Wardwell exclusively and not a part of either Mills or Bar Nunn, which neither municipality has expressed any interest in annexing.
The Board of Directors for the Wardwell Water and Sewer District is, and always has been, willing and open to continuing discussions with the Towns of Bar Nunn and Mills, and the Natrona County Board of County Commissioners regarding collaborative efforts between the named entities to better provide water and sewer services for the benefit of all of their mutual customers.
